The Haitian Refugee Immigration Fairness Act (HRIFA), enacted by Congress on Oct. 21, 1998, allowed certain nationals of Haiti who had been residing in the United States to become permanent residents (get a Green Card). Principal applicants wishing to apply for permanent residence under HRIFA had until March 31, 2000, to file for adjustment of status. The filing period has closed on HRIFA principal applications. In certain limited circumstances, dependents of the principal filer may continue to apply for a Green Card (see uscis.gov/green-card/green-card-eligibility/green-card-for-a-haitian-refugee for more information). However, the receipts USCIS receives for HRIFA applicants are small, and there is not enough data to support a posting of a sound processing time. If you have a pending HRIFA case, you may ask for more information through the USCIS eRequest Service Tool online (egov.uscis.gov/e-request/Intro.do) or by calling the USCIS Contact Center.
